Clinical Research Ethics Committee Application Principles

1- The principal investigator (academician, doctor, nurse, etc.) working in the institution applies with the forms specified in the Ethics Committee to obtain the necessary permission from the head of the department of the relevant branch in which the study will be conducted.

-After examining the study, the head of the department must give a positive or negative written opinion to the responsible researcher within 15 (fifteen) days.

-If the head of the department gives a favourable opinion, the principal investigator can carry out the study.

If the head of the department gives a negative opinion, the responsible researcher can apply to the EHK for re-evaluation of the study with a written justification. If the ILC (Education Services Coordination Office) gives a favourable opinion, the researcher can carry out the study. If the EHK gives a negative opinion, it will not be possible to carry out the study.

2- (a) If single-centre studies will be conducted in our institution, the approval of the Ethics Committee of our institution must be obtained.

(b) If single-centre studies are to be conducted outside our institution, the ethics committee should be applied to after the administrative approval from the institution where the study will be conducted.

3- (a) In multi-centre studies, following the approval of the supervisors of the institution where the study will be conducted, Ethics Committee approval should be obtained, preferably from the institution where the study will be conducted.

-Ethics committee approval from any of the centres where the study will be conducted will also be sufficient.

4- In studies that receive budget support from our hospital, an interim evaluation report should be submitted to the Ethics Committee Unit every six months until the study is completed.

5- Each rapporteur will evaluate a maximum of two files in Ethics Committee meetings.

6- At most two files belonging to the same researcher will be evaluated in one ethics committee meeting.

Researchers are required to obtain approval from Samsun Provincial Directorate of Health after obtaining Ethics Committee approval (except for Multi-Centre Scientific Research and Covid-19 positive sample requests). For the approval of the Scientific Research Evaluation Commission of our Directorate, the documents available at https://samsunism.saglik.gov.tr/TR-187142/ar-ge-bilimsel-arastirma-calismalari-basvuru-formlari.html will be filled in and these documents will be submitted to the Scientific Research Evaluation Commission of Samsun Provincial Directorate of Health with the approval of the Ethics Committee.

The applicants will file the application documents in a blue wire file and submit them to the Samsun University Clinical Research Ethics Committee secretariat with one CD on which the study is copied.
